“To the Day of National Unity.
In many things one can see symbolic unity or unity of the people. I won’t be original and write about elections as such a symbol of the people’s
unity.
Indeed, in the election procedure there is unity, equality, and a certain common desire of citizen-voters to ensure a better future for their country for the next few years. The election procedure is an ancient invention. The idea of universal suffrage and the election of the highest bodies of power is relatively recent, but since the 19th century it has conquered almost the entire world. Everything is more or less clear with elections in democracies, but even the most mossy autocracies still hold elections in one form or another, mainly with the aim of showing the unity of the nation, expressed in support of the current government.
It is logical to believe that elected officials are, as it were, a symbol of the unity of the people. They can argue and compete, but together they represent the entire people, who, as is known from the first chapter of the Constitution of the Russian Federation, are the only bearer of supreme power. This all sounds great. And
the current Russian regime often uses similar narratives. Here, they say, look at the turnout figures, at the results, how united we are.
But very soon we will face such an event as the deprivation of mandates of people recognized as foreign agents (it has already
started
). And although we are not talking about a very large number of people, this is a fundamental event. It is perfectly clear why the authoritarian regime needs this from a practical point of view: they will not interfere, and the rest will understand that the mandate can be taken away from anyone. But I note that people who received them in a serious and often unequal struggle, despite all the circumstances, are now losing their mandates. And this deprivation of mandates, this open contempt for the expression of the people’s will completely destroys any ideas of unity that, in principle, could be shoved into authoritarian elections - all that remains is emasculated rhetoric.

«К дню народного единства.
Много в чем можно увидеть символическое единство или единение народа. Не буду оригинальным и напишу о выборах как о таком символе народного
единства.
И вправду, в процедуре выборов есть и единство, и равенство, и некое общее стремление граждан-избирателей обеспечить лучшее будущее своей стране на несколько следующих лет. Процедура выборов - изобретение древнее. Идея же всеобщего избирательного права и выборности высших органов власти как раз относительно недавняя, но с XIX века завоевала почти весь мир. С выборами в демократиях все более-менее понятно, но даже самые замшелые автократии все же проводят выборы в той или иной форме, в основном как раз с целью показать единство нации, выраженное в поддержке действующей власти.
Логично считать, что и избранные должностные лица являются как бы символом единства народа. Они могут спорить, конкурировать, но все вместе они представляют весь народ, который, как известно из первой главы Конституции РФ, есть единственный носитель высшей власти. Звучит это все прекрасно. И
нынешний российский режим часто использует подобные нарративы. Вот, мол, посмотрите на цифры явки, на результаты, как мы все едины.
Но совсем скоро нас ждет такое мероприятие, как лишение мандатов людей, признанных иноагентами (оно уже началось). И хоть речь идет не об очень большом числе людей, но событие это принципиальное. Прекрасно понятно, зачем это нужно авторитарному режиму с практической точки зрения: эти мешать не будут, а остальные поймут, что мандат можно отнять у любого. Но отмечу, что мандатов сейчас лишаются люди, получившие их в серьезной и часто неравной борьбе, вопреки всем обстоятельствам. И это лишение мандатов, это открытое презрение к народному волеизъявлению начисто разрушает какие-либо представления о единстве, которые в принципе можно было запихнуть в авторитарные выборы, - остается одна выхолощенная риторика.
Что тут скажешь, всех с днем народного единства!
