Political Life of Africa
"In the news stream I saw two reports from the political life of Africa: in Cameroon, 92-year-old Paul Biya became president for the eighth time, and in Cote d'Ivoire, 83-year-old Alassane Ouattara was elected for his fourth term.
Some might chuckle, some might smile sadly. But I remembered the absentee discussion between political scientist G. V. Golosov and electoral expert A. E. Lyubarev regarding the manipulative potential of a mixed linked electoral system of the German model, which was used (not without manipulation) in the African country of Lesotho, in case this system is applied in parliamentary elections in Russia. Golosov in particular writes: 'And now let's ask ourselves: is the state of the Russian party system closer to Germany or to Lesotho?'.
I don't really want to mix a perfectly serious scientific discussion with journalism, and the abstract topic of electoral systems with the practices of dictatorial longevity, but some news, like those mentioned by me at the beginning, still lead to unpleasant comparisons for us and disappointing conclusions about the state of domestic political institutions.

«В потоке новостей увидел два сообщения из политической жизни Африки: в Камеруне в восьмой раз стал президентом 92-летний Пол Бийя, а в Кот-д’Ивуар на свой четвертый срок избрался 83-летний Алассан Уаттара.
Кто-то может усмехнуться, кто-то печально улыбнется. Мне же вспомнилась заочная дискуссия политолога Г. В. Голосова и электорального эксперта А. Е. Любарева относительно манипулятивного потенциала смешанной связанной избирательной системой немецкого образца, применявшейся (не без манипуляций) и в африканской стране Лесото, в случае применения этой системы на парламентских выборах в России. Голосов в частности пишет: “А теперь зададимся вопросом: состояние российской партийной системы ближе к Германии или к Лесото?”.
Не очень хочется мешать вполне серьезную научную дискуссию с публицистикой, а отвлеченную тему избирательных систем с практиками диктаторского долголетия, но некоторые новости, вроде упомянутых мной в начале, все же наводят на неприятные для нас сравнения и неутешительные выводы о состоянии отечественных политических институтов.
