“Meritocracy and reality.
On November 4, two changes took place in the gubernatorial corps: the heads of the Rostov and Tambov regions were replaced, with the latter headed by Evgeniy Pervyshov, a participant in the “Time of Heroes” personnel program. This program, as declared, is designed to recruit a new elite from the participants of the SVO. Apparently, the current Tambov appointment of Mr. Pervyshov and the recent appointment of the commander of the “Sparta” battalion A. Zhoga as the Presidential Plenipotentiary Envoy in the Ural Federal District should confirm this by their example.
But there is one thing to keep in mind:
These programs, be it the “Time of Heroes” or the “School of Governors/Mayors,” although they are presented as some kind of incredible opportunity for career growth, real career opportunities are opened only for specially selected people who are already firmly included in the managerial elite. Thus, Mr. Zhoga played a very important role in Donetsk, and it was he who, at the end of 2023, was symbolically instructed to ask Putin for nomination for another term, and this is not trusted Moreover, in the Urals he will most likely play only the role of, so to speak, a wedding colonel, since he holds precisely this rank.
As for the new Tambov governor, Pervyshov, he has an extensive political biography: the City Duma and the administration of Krasnodar, the federal Ministry of Construction, the position of mayor of Krasnodar, and then the State Duma, in the status of a deputy of which
he went to the front. It is interesting that in Krasnodar, a million-plus city, which Mr. Pervyshov ruled in 2016-2021, the population will be larger than in the Tambov region, where there is not even a million.
In general, no matter what the presidential administration shouts about all these personnel programs as a holiday of meritocracy, the really warm, profitable and important positions are occupied by those who would have been entitled to them anyway according to the logic of the system - “their own”, and not some random external people. This idea is not new, I saw it, for example, in Ekaterina Shulman, echoes of whose broadcasts sometimes reach me in the pre-trial detention center. But recent appointments, in my opinion, illustrate this idea very well.

4 ноября произошли две перестановки в губернаторском корпусе: сменились главы Ростовской и Тамбовской областей, причем последнюю возглавил Евгений Первышов - участник кадровой программы "Время героев". Программа эта, как декларируется, призвана рекрутировать из участников СВО новую элиту. Судя по всему, нынешнее тамбовское назначение г. Первышова и недавнее назначение командира батальона "Спарта" А. Жоги полпредом президента в Уральском федеральном округе своим примером должны это подтвердить.
Но стоит держать в голове одну вещь:
данные программы, будь то "Время героев или "Школа губернаторов/мэров", хоть и подаются как некая невероятная возможность карьерного роста, реальные карьерные возможности открывают лишь для специально отобранных людей, уже и без того плотно вошедших в управленческую элиту. Так, г. Жога играл весьма важную роль в Донецке, а также именно ему в конце 2023 г. было символически поручено попросить Путина о выдвижении на очередной срок, а такое доверяют не всякому. К тому же на Урале он, скорее всего, будет играть лишь роль, так сказать, свадебного полковника, ибо пребывает он именно в этом звании.
Что же нового тамбовского губернатора г. Первышова, то у него обширная политическая биография: гордума и администрация Краснодара, федеральный Минстрой, должность мэра Краснодара, а затем Госдума, в статусе депутата которой
он и отправился на фронт. Занятно, что в миллионнике Краснодаре, которым г. Первышов управлял в 2016-2021 гг., население будет побольше, чем в Тамбовской области, где нет и миллиона.
В общем, что бы ни кричала администрация президента обо всех этих кадровых программах как о празднике меритократии, реально теплые, хлебные и важные места занимают те, кому они и так были бы положены по логике системы, - "свои", а вовсе не какие-то случайные внешние люди. Мысль это не нова, видел ее, например, у Екатерины Шульман, отголоски передач которой иногда доходят до меня в СИЗО. Но недавние назначения, на мой взгляд, очень хорошо эту мысль иллюстрируют.
