“Five years of zeroing.
There is little point in once again assessing in detail the constitutional changes that took place five years ago and trying to separate important amendments from decorative ones. It is already clear that the main amendment was the notorious zeroing, which largely gave the regime a free hand. Everything else is secondary.
Let me briefly recall my personal experience related to the adoption of these amendments. I remember well that at that time I was so outraged by the blatant violence against the electoral procedure that I decided, in principle, not to participate in everything that was happening, although at that time I had the authority of a member of the territorial election commission with an advisory vote. This was the only time when I experienced disgust on the verge of rejection: ordinary elections, even obviously dishonest and unfair, did not cause this in me. However, I still got to the polling station and took the ballot with me. This, if anything, is not prohibited.
If we nevertheless consider the events of 2020 from a broader perspective, then, perhaps, we can call July 1 of that year a bifurcation point - the moment of choosing a further path. And the chosen path is the path of further consolidation of authoritarianism. Coronavirus 2020, in addition to amendments, was marked by a ban on mass events, which is still in effect everywhere, 2021 is the year of the defeat of the non-systemic opposition before the Duma elections, and 2022, by and large, is still going on - here additional comments are unnecessary.
The self-preservation of personalist authoritarianism is directly associated with destructive actions: by prolonging its existence, the regime simultaneously destroys institutions, civil society and, in general, everything in which it perceives a potential threat. And the events of five years ago should be viewed in precisely this vein, as the destruction of another barrier on the path to the absolutization of power. After the constitution, peace, which is “not war,” turned out to be the same obstacle less than two years later.

«Пять лет обнулению.
Нет особого смысла в очередной раз подробно оценивать произошедшие пять лет назад изменения конституции и пытаться отделить важные поправки от декоративных. И без того ясно, что главной поправкой было пресловутое обнуление, в значительной степени развязавшее руки режиму. Все прочее второстепенно.
Позволю себе кратко вспомнить свой личный опыт, связанный с принятием этих поправок. Хорошо помню, что меня тогда так возмутило вопиющее насилие над избирательной процедурой, что я решил в принципе не участвовать во всем происходящем, хотя имел на тот момент полномочия члена территориального избиркома с совещательным голосом Это был единственный раз, когда я испытал отвращение на грани отторжением: обычные выборы, даже очевидно нечестные и несправедливые, у меня подобного не вызывали. Впрочем до избирательного участка я тогда все же дошел – и забрал бюллетень с собой. Это, если что, не запрещено.
Если все же рассмотреть события 2020 года в более широкой перспективе, то, наверное, можно назвать 1 июля того года точкой бифуркации – моментом выбора дальнейшего пути. И выбранный путь – путь дальнейшей консолидации авторитаризма. Коронавирусный 2020 год, помимо поправок, отметился запретом на массовые мероприятия, действующим повсеместно до сих пор, 2021 год – это год разгрома несистемной оппозиции перед думскими выборами, а 2022 год по большому счету длится до сих пор – тут дополнительные комментарии излишни.
Самосохранение персоналистского авторитаризма прямо сопряжено с деструктивными действиями: продлевая свое существование, режим одновременно уничтожает институты, гражданское общество и вообще все, в чем ему мерещится потенциальная угроза. И события пятилетней давности стоит рассматривать именно этом ключе, как уничтожение очередной преграды на пути к абсолютизации власти. После конституции такой же преградой спустя менее двух лет оказался и мир, который “не война”.
