“During radio coverage of the Iran-Israeli conflict, one of the commentators said in passing that there appears to be no synchronization between the air defense systems controlled by the Iranian army and those controlled by the Islamic Revolutionary Guard Corps (IRGC), and they are controlled separately, which, of course, reduces their overall effectiveness. This is interesting.
At first glance, it may seem that the Iranian leadership is full of fools. But this is not true at all. And such a division of powers fits well into
the logic of the Iranian regime, albeit at the expense of combat effectiveness. The fact is that the IRGC is like a parallel army, elite and, most importantly, ideological. The IRGC is the main security component of the Iranian “ayatollah regime.” And it is quite logical not to mix the powers of the IRGC and the conventional army.
Here, not only the classic principle of “divide and conquer” is used by many regimes in relation to their security forces, but also the consideration that the more trusted part of the security forces (in this case, the IRGC) should not be weaker than that which, in theory, may cause concern. All this, of course, is not in defense of the incompetent Iranian air defense, but to the fact that sometimes the logic of effective protection against external threats may give way to the logic of ensuring the security of the regime from potential threats from within.

«Во время освещения по радио ирано-израильского конфликта один из комментаторов мимоходом сказал, что между системами ПВО, контролирующимися иранской армией, и теми, которые контролируются Корпусом стражей исламской революции (КСИР), оказывается, нет синхронизации и управляются они отдельно, что, само собой, снижает их общую эффективность. Это интересно.
На первый взгляд может показаться, что в иранском руководстве дураки сидят. Но это вовсе не так. И подобное разделение полномочий вполне вписывается в
логику иранского режима, пусть и в ущерб боевой эффективности. Дело том, что КСИР – это как бы параллельная армия, элитная и, что главное, идеологизированная. КСИР является главной силовой компонентой иранского “режима аятолл”. И вполне логично не смешивать полномочия КСИР и обычной армии.
Здесь работает не только классический принцип “разделяй и властвуй", используемый многими режима в отношении своих силовых структур, но еще и то соображение, что более доверенная часть силовиков (в данном случае КСИР) не должна быть слабее той, что в теории может вызывать опасения. Это все, разумеется, не в защиту недееспособной иранской ПВО, а к тому, что порой логика эффективной защиты от внешних угроз может уступать место логике обеспечения безопасности режима от потенциальных угроз изнутри.
