“At the end of November, former State Duma deputy and now (still) deputy of the Astrakhan Regional Duma Oleg Shein received the status of a foreign agent. I’m not sure that this name is familiar to many, but Mr. Shein is perhaps one of the most respectable deputies of the State Duma of the previous convocation and quite prominent
opposition politician in his Astrakhan region. Most likely he became a foreign agent for displeasing the local authorities.
Moreover, until recently, Mr. Shein was a member of the A Just Russia (SR) party, was a member of its governing bodies and was also elected from it. He came out when the chairman of the SR S. Mironov began to actively play tricks with E. Prigozhin. Mironov got burned by this adventure twice: when those dissatisfied with such an ideological turn left his party (in particular, the SR faction in the Legislative Assembly of St. Petersburg then left the party in full force) and when he had to disown Prigozhin after the invigorating events of June 24, 2023.
SR is an initially eclectic party, assembled on the knees for the 2007 elections. And then it included many regional leaders of public opinion - representatives of the counter-elites who did not see themselves in United Russia or the Communist Party of the Russian Federation / Liberal Democratic Party. The new party project suited them better. But since then, a lot of water has flown under the bridge, and there are almost no noticeable regional figures left in the SR. Oleg Shein was one of the last. And what is left there anyway: the permanent anti-charismatic Mironov, the social-nationalist Zet ideology and a rating of 3%.
At the beginning, I also used the phrase “decent State Duma deputy,” which many may consider an oxymoron. But we are still talking about decency against the general background. And if we talk about the current convocation, then we can mention - no, not even S. Avksentyeva from “New People” - but O. Dmitrieva, elected from the “Growth Party” (which, however, recently joined the “New People”), but who also used to be in SR, and quite a long time ago - in Yabloko. So, I recently read that Dmitrieva
allowed herself to vote against the draft budget - and was the only one “against”. Unprecedented opposition in modern times. Of course, there are still a few communists like O. Mikhailov from Komi, who
periodically they don’t vote for any outright game, but this is completely without fish.
The Putin system has worked for a long time and continues to work to ensure that with each new convocation it becomes increasingly difficult to find in the State Duma at least one person who, albeit with reservations, can be called decent.

«В конце ноября статус иноагента получил бывший депутат Госдумы, а ныне (пока еще) депутат Астраханской облдумы Олег Шеин. Не уверен, что это имя многим знакомо, но г. Шеин, пожалуй, один из самых приличных депутатов Госдумы прошлого созыва И довольно видный
оппозиционный политик в своей Астраханской области. За неугодность местным властям скорее всего и стал иноагентом.
При этом до недавнего времени г. Шеин состоял в партии "Справедливая Россия" (СР), входил в ее руководящие органы и избирался тоже от нее. Вышел же он, когда председатель СР С. Миронов начал активно крутить шашни с Е. Пригожиным. Миронов погорел на этой авантюре дважды: когда из его партии вышли недовольные подобным идеологическим поворотом (в частности, из для партии тогда вышла фракция СР в ЗакС СПб в полном составе) и когда пришлось открещиваться от Пригожина после бодрящих событий 24 июня 2023 года.
СР – партия изначально эклектичная, собранная на коленке к выборам 2007 года. И тогда в нее вошло много региональных лидеров общественного мнения – представителей контрэлит, которые не видели себя в Единой России или КПРФ/ЛДПР. Новый партийный проект им подходил лучше. Но с тех пор много воды утекло, а в СР почти не осталось заметных региональных фигур. Олег Шеин был одним из последних. А что там вообще осталось: бессменный антихаризматик Миронов, социал-националистическая зет-идеология и рейтинг в 3%.
В начале я использовал и словосочетание "приличный депутат Госдумы", которое многие могут посчитать оксюмороном. Но речь все же идет о приличности на общем фоне. И если говорить о действующем созыве, то можно упомянуть – нет даже не С. Авксентьеву из "Новых людей", – а О. Дмитриеву, избранную от "Партии Роста" (которая, впрочем недавно влилась в "Новых людей"), но тоже бывшую раньше в СР, а совсем давно – в "Яблоке". Так, недавно я прочел, что Дмитриева
позволила себе проголосовать против проекта бюджета – и была при этом единственной "против". Невиданное фрондерство по нынешним временам. Конечно, есть еще несколько коммунистов вроде О. Михайлова из Коми, которые
периодически не голосуют за всякую откровенную дичь, но это уже совсем на безрыбье.
Путинская система долго работала и продолжает работать над тем, чтобы с каждым новым созывом становилось все сложнее отыскать в Госдуме хоть одно лицо, которое, пусть и с оговоркой, но можно назвать приличным.
